Two checks first:

Why we'd lean toward it for most stores that run gift offers: a perfect 5.0 across 48 reviews, the Built for Shopify badge (Shopify's standard for performance and design), product-based rules, and documented gift auto-add. Those four together are hard to find.
Where it's weaker: pricing is by order volume. Free covers 10 orders a month, and unlimited is $11.99. A busy store pays more than Progressify's flat $5, and more than a free app. It also has fewer reviews than Free Shipping Bar Cart Upsell, so there's less public history.
Choose it if you want gift, discount or BOGO goals on top of shipping, especially with product-specific rules.

Free Shipping Bar Cart Upsell by Hoppy Apps is listed as free, with no paid tiers shown. It covers a lot for that price: a progress bar and an announcement bar, placement on the product page, cart page or cart drawer, free gift and discount goals, AI and frequently-bought-together cart upsells, Shopify Markets with multiple currencies, 13 languages, and conversion analytics. It also carries Built for Shopify.
It has the most reviews here, 285, at a 4.8 average, which is strong. About 85% are five stars, compared with Goalify's 100% of a smaller number. The listing doesn't say whether gifts are added to the cart automatically, so test that on a development theme if gifts are central to your offer.
Choose it if you want a capable shipping bar and cart upsell and don't want to pay anything, now or as you grow.
Progressify: flat price at volume
Progressify by Markeri Apps has one plan: $5 a month, unlimited, with a 5-day free trial. It supports up to three stacked goals, gift with purchase, a cart upsell widget, a countdown timer, and different offer values per country through Markets.
The flat price is its real advantage. Goalify's tiers cost $3.99 up to 20 orders, $7.99 up to 35 and $11.99 beyond, so above 20 orders a month Progressify is the cheaper of the two paid options. The trade-offs are the 4.0 rating across 41 reviews, with a handful of one-star reviews, and no Built for Shopify badge on its listing. Read the recent reviews before you commit.
Choose it if you're a higher-volume store that wants stacked goals at a fixed, low price, and you're comfortable doing your own QA.
What we left out, and why
Hextom's Free Shipping Bar was the long-time default in this category, but its App Store page currently says the app is not available on the Shopify App Store, so we didn't include it. Several newer listings, such as BoostApps Free Shipping Bar (launched July 2026), have no reviews yet. They may turn out well, but there's no track record to compare. Cart drawer apps that include a progress bar are a different decision, because you're replacing the theme's cart, so they aren't ranked here.
